Question 1
What was the original SRMC debt and how much have they repaid?
Response
The RRRC loans outstanding and loan capital repayments are paid in accordance with the schedule issued by the Western Australian Treasury Corporation. This schedule of repayments will conclude in 2023 when the RRRC project comes to an end. The loan balance for each loan is reported in the SMRC 09/10 Annual Budget Report which is available from the SMRC website.
Question 2
Was the City of Melville aware that in 1999 they made a promise to the community there would be no odours affecting them whatsoever?
Response
The City of Melville can not comment if such a promise was made by the SMRC in 1999. Nevertheless, the SMRC and City of Melville are committed to ensuring the RRRC’s waste composting facility meets its license conditions, community expectations and environmental goals.
Question 3
Was the City of Melville aware that in 2006 the City of Canning and Town of East Fremantle, to give you an indication of why we don’t trust them, requested an independent review of the SMRC? The successful tenderer was Quadro. The Directors of Quadro were Paul Oakes and Wayne van Hermick who were both ex employees of the Bedminster Company that built this thing. How can this possibly be an independent review with the ex Directors of the company that built it?
Response
The City of Melville is aware that in 2007 the City of Canning did conduct an independent review of the SMRC, RRRC and waste management options available to the City. To the best of the City’s knowledge the Town of East Fremantle has not conducted its own review of the SMRC. With regard to the independence of the review, the review was undertaken by Cardino BSD and not Quadro. Should further clarification be required on the independence of the review then this should be asked of the SMRC.
Question 4
Mr Petterson referred to a consultative environment review in 1999 on the SMRC facility. Is this the alarm system that was supposed to go in 1999? Why was it not put in then if it was a critical piece of machinery?
Response
No. The question is referring to two different systems. The alarm systems identified in the Tingay consultative review were concerned with overall security and emergency situations at the facility. The proposed alarm systems in the 2009/10 budget are specific to odour management at the waste composting facility.
