5. ADOPTION OF 2011/2012 BUDGET

SUMMARY:
The proposed budget for Municipal, Trust and Reserve Funds for the 2011/2012 financial year is presented to Council for consideration and adoption. The proposed operating and capital budgets have resulted from Councillors’ deliberations of
draft budgets through a series of workshops held between April and June. The presented budget for 2011/2012 is a balanced budget. This Budget document has been prepared in accordance with the Local Government Act 1995, Local Government (Financial Management) Regulations 1996 and Australian Accounting Standards.

Refuse Collection and Control
The rubbish charge for this year will be $390 per household, which represents an increase of $30 on last years charge. This fee covers the cost of providing all waste services within the Town including the participation as a member of the Southern Metropolitan Regional Council (SMRC), but is not a Project Participant in the Recycling Resources Recovery Centre (RRR).
This increase cost is a result of the mounting costs that Council is being charged. As well as ongoing increases in landfill costs that the State Government has introduced, the Town also faces a number of other issues affecting waste costs, such as an increase in the verge collection service costs for both the green and bulk waste collection, plus ongoing costs
associated with litter control and illegal dumping.
