City Of Fremantle Minutes – SMRC RRRC WCF Odour Issue – 20 December 2006

Cr Doug Thompson noted that today at 3.30 pm today the SMRC were served with a prevention notice by the DEC under section 73 (a) of the EP Act 1986. This states that SMRC will temporarily not be able to receive municipal waste at the waste composting facility at the RRRC as of 5.00 pm Thursday 21st December. All other facilities at the RRRC will continue to operate as normal. The SMRC will consider its options at a Special Meeting of Council tomorrow night at 4.15 pm. Arrangements are currently being made to divert the MSW Waste land fill with members of council’s operation staff and he added that there will be no impact on Fremantle Council’s operations.

Council has requested that details of crossover construction be reported on a monthly basis. The number of crossovers approved by the Manager Physical Services (under delegated authority) and constructed by the City of Fremantle during the month of November 2006 was four (4).

13.2 – Regional Verge Waste collection service tender A new five year tender for the collection of green & bulk waste or residents
13.3 – CEO Delegated Authority – Tenders & contract variations. This allows the CEO to approve contract variations up to a total of 7% of the contract value but not exceeding $150,000.
13.4 – Contract Variation – Design & Construction of MRF Equipment Design and Technologies Pty Ltd. This item approves a contract variation of $59,500 to locate the waste packers on the northern side of the building instead of the western side. This provided a saving of $5,000.
13.5 – City of Rockingham & Town of Kwinana – Processing of Recyclables
Contract.
This item approves the contract between the SMRC and City of Rockingham and Town of Kwinana for the processing of recyclables.
13.6 – Delegated Authority for the sale of carbon credit This item gives delegated approval to the CEO for the sale of carbon credit up to a value of $20,000 per sale.
13.7 – Submission on the Waste Avoidance and Resource Recovery Bill 2006 (WARR) This item provides delegated authority to the Regional Executive Committee to make a submission on behalf of the Regional Council.
13.8 – SMRC Draft Annual Report for the year ended 30 June 2006.
13.9 – Council Ordinary Meeting dates for 2007. Dates and venues are provided in attachments.
13.10 – SMRC Financial Statements for the period ended 31 October 2006.
13.11- Temporary Relocation of Existing MRF Item to be considered at December special meeting.
18.1 – Recycling compaction penalties – Temporary MRF Processing. This item sets compaction penalties during the temporary MRF processing period January to May 2007.

• Hilton Reserve Master Plan consultation is moving into second phase which involves running a community fun day at Dick Lawrence Oval on Sunday 3rd December from 10 -12 noon. The event will include entertainment for all ages and will be a great opportunity to talk to the community about how they use Hilton Reserve.
• Discussions have commenced with the City of Cockburn and City of Melville regarding the development of a regional sport and recreation facilities plan. A project reference group will be established early in 2007.
• The City of Fremantle won the national Kellogs Local Government award for best planning project. The project is the Physical Activity Impact Assessment Framework. The award includes $12,000.

This was the annual meeting between the auditor and the Council (function delegated to committee). The auditor reported that in his opinion there were no actions or further inquiries that they were aware of that needed to be undertaken by the Audit Committee before the CEO can sign his Statement. The committee also discussed whether an
external person should be appointed to the committee and resolved that officers should bring a report back to the committee prior to the next ordinary elections in 2007.

Attached to this Agenda are the Minutes and documents provided for the SMRC Finance meeting held on Monday 20 November 2006. This information includes the Plant Replacement Program and Financial Report for Business Units to 30 October 2006. Also attached is the Audited Financial Report for 30 June 2006. Main discussion at the meeting centred on the re-location of the Recycling Depot to Bibra Lake and the SMRC Plant Replacement Program. Discussion was also held on the financial position and improvement of financial reports. The Audited Financial Report has not been formally
presented to the group but has been provided to the City of Fremantle so that our auditor may finalise our audit.
