Answer: Executive Engineering and Technical Services. Council records show that there are a total of 227 properties along Manning Road including corner properties which may have a different address. Of these, 154 are owner occupiers. The public consultation period has closed and the results were reported to Council in a report to the Council Meeting of 8th June 2010 at which Council resolved to accept the recommendation to proceed with the project.

Question: The City’s proportion of the outstanding balance of the loan as at 30 June 2010.
Answer: Executive Finance and Client Services. The following information has been provided from the Southern Metropolitan Regional Council:

Question: The total of the loan repayments already made by the City.
Answer: Executive Finance and Client Services. As part of the loan repayment for the RRRC, MRF project is recovered as part of the gate fee charged to Member Councils, the total loan repayment cannot be ascertain from the City records. This part of the question has been referred to the Southern Metropolitan Regional Council for an answer.

Question; I was in Perth over the weekend and took an opportunity to inspect my house and the IGA next door. It is evident (besides them continuing to be a fire hazard to residents that abut) that they have indeed built a “lean to” structure. It is clearly seen from above my fence and therefore would be approx 1.5mtrs – 1.8 mtrs in height complete with roof and side wall panels.

Is this legal? has this been council approved?

My questions tonight relate to the City of Canning’s Domestic Rubbish.
Question: Has the City of Canning now formally withdrawn from the SMRC, which is Southern Metropolitan Regional Council. If no when?
Mayor. Sorry I missed that can you repeat it please?
Yes, I will repeat it.
Question: Has the City of Canning now formally withdrawn from the SMRC, which is Southern Metropolitan Regional Council. If no when is it due to do so?
Answer: The Mayor. The Council has given notice that the SMRC 12 months ago and the time of the official withdrawal is going to be on midnight on 30th June 2010.
Question: Does the City of Canning, which is, being the ratepayers of the City, have to repay the $21 million, which was the City’s contribution to the SMRC’s facility, which will no longer be used by the City as a result of pressure from a small amount of rate payers and some Councillors here tonight?
Answer: The Mayor. The Council has to pay, like we all do, pay our bills and the Council is obliged to repay any outstanding debts.
I’ll remind you Mr Mayor with a question, are you aware that the Council will repay the bill? Mayor. That is what I said.
Statement: Let me finish. Are the citizens of Canning, which probably 95% of them had no input or had no problem with the SMRC problem and this Council has put us through now a $21 million dollar debt, which 95% of the City did not deserve.
Mayor: I don’t know where you got these figures from?
Statement: Yes you do
Mayor: Did you wrote these questions yourself, did you write them? Can you please table those questions?
Statement: They are being recorded Mr Mayor.
Mayor: Can you table them please?
Statement: They are a bit rough, but they are still being recorded.
Mayor: No, because you make some Statement which is not correct and I don’t know where you got that from and would like those tabled.
Statement: I will not table them, they are recorded.
Mayor: You will not table them, next question please.
Question: Where will the City now, the City of Canning, now take household rubbish now that the SMRC facility will not be used?

Answer: The Mayor. The Council have already made the decision and through the process of calling tenders, the award of the tender has already been let out. There is no changes what so ever for the residents of the City for the waste to be collected on a regular basis like it happens now. The residents won’t notice one bit of difference what so ever, nothing has changed.
Question: Would you please answer the question, where will the domestic rubbish be taken to?
Answer: The Mayor. It will be taken to the tenderer.
Question: All right, I will rephrase it, where will the tenderer take the City’s rubbish?
Answer: I don’t know where he’ll take it, I’m not even interested as to where he takes it, I’m only interested in the money for the ratepayers of the City.
Statement: So suddenly now you want to save money?
Mayor: Of course, for you the Ratepayer.
Question: What will it cost to deposit the rubbish at another site per tonne?
Answer: The Mayor. I wouldn’t know, I know that the SMRC charge much, much more than other organisations charge per tonne.
Statement: So as a Mayor you made a vote and you didn’t know what price per tonnage it would be to.
Mayor: I just told you, that I know what we pay for SMRC, but we pay far less than any other organisations which is confidential, it is commercially confidential, and that would be reflected on your rates this coming year.
Question: What will be the cost of transporting the waste to another site?
Answer: The Mayor. It doesn’t cost anything; to us it costs less to go to the site where we dispose by the tenderer than what it did before, because before time was to go to Rockingham and now we just go to Welshpool.
Question: Mr Mayor, what will be the total cost to the City of Canning ratepayers, $21 Million dollars plus the tonnage fees and the totally yearly rate notice at the end of the year, what will be the increase of rate, given that we are now in debt of $21 million dollars, we now have to pay for the new Contractor to relocate the domestic rubbish for the City, what impact will that have on the ratepayers of the City of Canning in the future, with those now increased costs that this City really doesn’t deserve.
Answer: The Mayor. You have already come to the conclusion
Statement: That’s fine, I still want the question answered, Mr Mayor.
Answer: The Mayor. I am giving you the answer is that the rate payers of the City of Canning is going to benefit to the extent that this City resolved to get out of that mire. That SMRC is a complete failure, as far as this Council is concerned, so the residents are going to benefit from it financially. Ok, you know what financial means?
Statement: Of course I do.
Mayor: How many more questions do you have there? I have another 3 or 4 people who wish to ask questions.

Question: It relates to part of the agenda, the Submission to the Minister of Environment against and its stated in part that Submission approved the appeal to the Minister for Environment against the amended licence conditions issued to the Regional Resource Centre, submitted by the City, the Chief Executive of the City of Canning, that statement is on the agenda tonight.
Are you aware that in Item B, stated that on behalf of the Rate payers and the residents a copy was forwarded of this submission to the Minister? Well, Mr Mayor I object to the that.
Answer: The Mayor. What is the question?
Question: This is the question. Are you aware that I personally object?
Mayor: You can object, the only time you can object is not in this Forum. In this forum you are given the chance to ask questions, not to debate the issue.
Question: Are you aware
Mayor: I am aware you may not be happy with it they are the facts.
Question: Thank you Mr Mayor. Are you aware that maybe some ratepayers in the City of Canning that may object to the wording in that particular paragraph, because as a Ratepayer, I do not object to what you wrote in your Submission, as a matter as fact as a ratepayer your using ratepayer and residents of City of Canning in your submission including the citizens that don’t object and I never had the opportunity to read your submission and so I object to that using the word Ratepayer.
Answer: The Mayor. The Councillors around this table including myself, this is a democratic society, the majority rules, you might object, you had every opportunity to research that, to put your input to it and I’m sorry that the time was up but it’s entirely up to you.
Question: So was it advertised then that Ratepayers could read your Submission which apparently is confidential, cause I rang around today to the government departments, so there was no really input from any Ratepayer that could read the submission the City was putting in, for us to object to the SMRC, your right this Council is democratic, but your not being democratic to the Citizens.
Answer: Well the citizens have had the opportunity to elect their representatives and who looks after their interest.
Statement: With respect Mr Mayor, I only heard about it in the Minutes tonight and it’s too late.
Mayor: Well I can’t help that it’s an appeal, its an appeal, there is no third party appeal in the State.
Statement: There seems to be two sets of rules here.
Mayor: Well I don’t know what you as a Councillor at South Perth did there, but you should know.
Statement: Mr Mayor with respect that’s got nothing to do with it, would you please not introduce any of that subject.
Mayor: Well I’m just saying that you should be aware of it.
Statement: Mr Mayor, I am aware of it, I agree, City Councillor for 20 years, I know the rules.

5.6 QUESTIONS TAKEN FROM PUBLIC GALLERY ON 6 JULY 2010

I have a series of questions in regards to the SMRC.
Statement: As you would be aware since the commencement of the SMRC in 2003, Willetton and Leeming residents have been adversely affected by foul and putrid odour. They started a denial campaign in about 2006, deflecting the source of the odour and then trying to justify their existence and the impact they had on community by spruiking off about the amount of waste they were keeping out of Landfill. Canning has recently received a letter signed by all other remaining Mayors, highlighting the importance of diverting waste from landfill. Question: Is the City going to provide or give an understanding of their previous annual contribution to the SMRC is no longer going to be provided, will that have to be picked up by other ratepayers that remain within the SMRC?
Answer: The Mayor. This particular Council and partners accept Rockingham and Kwinana, they haven’t got the same obligation with the guarantee of the loan.
Question: In regards to the SMRC, are you able to advise who is the current chair and deputy chair, which Councils they come from?
Answer: The Mayor. One is from Cockburn and one from Rockingham or Kwinana, one of the two.

Question: In regards to the remaining six Councils is the City of Canning aware of how many are actually using the Waste Composting facility in Canning Vale to deposit their green bins and how many are actually using landfill and are using landfill the past 7 years?
Answer: The Mayor. That is a question to be forwarded to the SMRC.
Question: Is the City of Canning aware that the City of Cockburn and Rockingham currently having operating landfill sites that they have used since the Waste Composting Site.
Answer: The Mayor. Yes, we are aware of it.
Question: In regards to the Waste Composting Facility, we have known for sometime it has been a white elephant, it doesn’t produce what it claims to do seven years, we know that only 20% of the waste going in there is being converted into compost, it either dries out, fairly expensive drying area or goes to landfill. Is the City of Canning aware, other than the City of Rockingham or the Town of Kwinana, who is the largest single entity taking waste to landfill at Rockingham?
Answer: The Mayor. I think from my own research, it would show that Melville takes the most rubbish to SMRC.
Question: The City of Rockingham still has a functioning landfill site, which has been going since the commencement of the Waste Composting Facility, they take their waste there, the Town of Kwinana takes their waste there, would the City know the next largest entity that takes waste to Rockingham?
Answer: The Mayor. No I don’t.
Question: Is the City of Canning aware that the landfill site at the City of Rockingham at the current rate of fill intends to run for the next 22 years?
Answer: The Mayor. I am not aware of that, but I believe that Rockingham and Kwinana are doing their own study regarding waste.
Statement: They have 22 years left to operate and it appears that a lack of commitment on their behalf or alternatively hypocrisy on their behalf in sending a letter to the City of Canning regarding the need to keep landfill use down to a minimum.
Question: The remaining Member Councils of the SMRC have written recently, or as you are aware are requesting permission to rebuild their Recycling facility on the SMRC site in Canning Vale, due to the perceived commitment by City of Rockingham, has the City of Canning written to them suggesting the site to be relocated down to their landfill area?
Answer: The Mayor. No, Council did have a say at their Council meeting, but the SMRC have decided to rebuild on that particular site and it is under dispute with the State Administrative Tribunal.
Question: The SMRC has recently released information that they intend to study or examine the possibility of paralysis gasification plant on the site.
Answer: The Mayor. That is what I read in their Newsletter.
Statement: They claim it is not an incinerator, but the Web informs it is some sort of incinerator of waste, has the City of Canning formed a view yet regarding the use of that site?
Answer: The Mayor. No, we have not received any application dealing with that particular issue?

Wednesday 30 June 2010 – together with the CEO Mr. Mark Dacombe and Executive Finance Mr. Andrew Sharpe and Manager Property Mr. Ray Williamson have attended at the Hyatt Regency Hotel to a Property Breakfast Government Office Accommodation Master Plan. The State Government has released a plan to relocate departments from the CBD to suburban activity centres in Perth. Those departments that remain in the CBD will be consolidated in fewer buildings. The Government plan was explained in detail and a panel of experts comprising of Lisa Scaffidi, Lord Mayor, City of Perth; Alex Taylor, General Manager Building Management, Department of Treasury and Finance, Building Management and Works. Tim Jones, Associate Director, Macquarie Capital Funds. Jay Harrison, Board Member, Economic Development Australia (WA), Manager Property & Economic Development, City of Belmont. These experts have analysed and discussed the likely implications for office markets in Perth. This forum gave me and others important information for the future of Perth urbanization. Then in the afternoon, together with Cr. Bev Olsen and Dr. Mike Nahan, Member for Riverton attended at a City of Canning ratepayers request in Leeming on concerns for their Health issues provided by professional experts which is indicated to be caused by the SMRC fugitive emissions. Mrs Ross entered the Council Chambers at 6.36pm.

(c) That a working group is formed with the Mayor and relevant Officers and people on the working group to investigate the way to take this forward.
(d) The working group seeks advice and guidance from relevant organisations with experience in odour collection and assessment including Global Community monitor.

Following questions by Cr Barry, Executive Finance and Client Services took on notice Cr Barry’s query in relation to transaction number 4207976 for the amount of $400,663.49 on page 7 of the Warrant of Payments, payable to the Southern Metropolitan Regional Council for the June Quarter Repayment-Principal & Interest and why the amount had increased.
Cr Daly entered the Council Chambers at 8.19pm.
The Executive Finance and Client Services then took on notice Cr Clarke’s query in relation to Cheque Number 198773 for the amount of $1,398.43 on page 1 and Cheque Number 198889 for the amount of $1,208.21 on page 11 of the Warrant of Payments, payable to Cabcharge Australia and what these amounts relate to.
It was then;
MOVED Cr Barry, Seconded Cr Elliott, that the recommendation set out below, be adopted:
(a) That Council’s payment of accounts amounting to $4,313,693.15 in the Municipal Fund be received.
(b) That Council authorise payment of accounts, amounting to $2,463,075.39.
(c) The List of Payments, as presented, be incorporated in the Minutes of the Meeting.
