To research and inquire into the Odour being emitted by the Regional Resource Recovery Centre, RRRC, Waste Composting Facility – part of the Regional Resource Recovery Project – that is run by the Southern Metropolitan Regional Council, SMRC. The participating councils to the SMRC’s establishment agreement are: City of Canning (City of Canning have now withdrawn), City of Cockburn, Town of East Fremantle, City of Fremantle, Town of Kwinana, City of Melville and City of Rockingham.
